Adnomatoid (hyperplastic) nodule with exuberant papillary formations: cuboidal epithelium; any cytological details of Pap Ca: vesiculisation, inclusions, etc. Complettelly benign.

So FINAL diagnosis: Adnomatous nodular hyperplasia (goitre) with exuberant papillary formations and possible hyperfunction.
